Why does my phone say “message blocking is active” and how can I fix it?

I tried to send a text message, but I got an error saying “message blocking is active.” I’m not sure what this means or why it’s happening. Can someone explain what causes this issue and how to fix it on Android or iPhone? I’d appreciate simple steps to resolve it so messaging works normally again.
