Is Facebook Kids safe for children and how does it work?

I’ve heard about something called Facebook Kids and I’m wondering if it’s suitable for children. Can someone explain what Facebook Kids is, how it works, and what kind of content kids can access on it? I’d also like to know if there are parental controls available and whether it’s a safe option for kids to use.
